[issue35] Certmanager->Import->CRL... fails. Works on the command line

Have a .crl file for which 
  $ gpgsm --call-dirmngr loadcrl file.crl 
gives 
  gpgsm: reponse of dirmngr: okay 
but 
  Certmanager->Import->CRL... 
gives 
  dirmngr[<pid>]: DBG: get_issuer_cert_local called w/o context 
  dirmngr[<pid>]: CRL signature verification failed: Bad signature 
  dirmngr[<pid>]: crl_parse_insert failed: Bad signature
