[issue59] certmanager: should have better support for ST in DN

The certmanager support the use of ST (instead of SP) in the DN attributes only
minimally.  It can be put into DNAttributeOrder etc. but it is only displayed as
"ST" in the dialog.  SP OTOH is shown as "State or Province (SP").  ST should be
shown with a long name too.
