I agree on this apart from the logo position.  I'd prefer to put it on 
the bottom along with the other logos.

Another viable solution is to use the Alias (for the logo) and Redirect
(for the mirror homepage) directives available with Apache (or the
equivalent counterparts for the other web servers).  Your solution has 
still to be implemented because it the only one very platform 
independent.

Noel, cold you send me a couple of Apache directives which do the job.  
I'd like to write them in a README.mirror file...
